LEVEL 2 – HOMEBUYERS SURVEY
An RICS Level 2 Home Survey (traditionally called a Homebuyers Survey) is a detailed visual inspection of a property designed to uncover structural defects, safety hazards, and urgent maintenance issues before contracts are exchanged.
Conducted by a chartered surveyor registered with the Royal Institution of Chartered Surveyors (RICS), this report provides buyers with an independent assessment to ensure they do not face unexpected repair bills after moving in.
You should opt for a Level 2 Homebuyers Survey if the property is built using standard construction methods (such as brick and tile), is in a reasonable state of repair, and has not undergone extensive structural extensions.
If the property is a historic timber-framed cottage, an unmodernised fixer-upper, or features unusual architecture, you should book an RICS Level 3 Building Survey instead (see below).

LEVEL 3 – BUILDING SURVEY
A building survey is an in-depth property inspection that evaluates a building's overall condition, structural integrity, and visible defects.
Formally known as a Full Structural Survey or an RICS Level 3 Home Survey, it is the most comprehensive assessment available for a buyer before purchasing a property.
Conducted by a chartered surveyor, it provides a forensic, top-to-bottom analysis of a property’s structural integrity, construction materials, and current condition.
While it can be used for any home, industry guidelines strongly recommend a Level 3 survey for properties that present higher structural risks

VENDOR SURVEY
A vendor survey (also known as a pre-sale survey) is an independent building assessment commissioned and paid for by the seller (vendor) before a residential or commercial property is put on the market.

Dampness in Buildings
In building pathology, the effects of dampness are well documented—often leading to costly repairs and potential health issues associated with mould.
For many years, damp investigation has been the domain of “damp specialists”, whose primary focus is often to provide quotes for remedial work.
At Martin & Mortimer, we take a different approach. Referring key aspects of a survey to a contractor—particularly in older buildings—is not always appropriate. These properties often require a more holistic, informed assessment to ensure an accurate diagnosis.
We believe your surveyor, with no commercial interest in the outcome, should diagnose issues, explain causes, and recommend appropriate solutions. This ensures clients can make informed decisions and avoid unnecessary or inappropriate treatments.

REINSTATEMENT VALUATION
A Reinstatement Cost Assessment (RCA) is a valuation conducted for insurance purposes by an RICS qualified chartered surveyor.
It involves establishing the hypothetical like for like cost to replace and reconstruct a property from scratch, including the costs of demolition and site clearance and all professional fees incurred.
This cost would be to reconstruct the property to conform to modern day building regulations but keeping the visible exterior and standard of fit out in the interior more-or-less the same.
The purpose of the RCA is to ensure that the property has the appropriate level of insurance and therefore has a direct impact on the insurance premium for any given property.

EXPERT WITNESS
A property expert witness is an indepedent professional, typically a chartered surveyor, who provides objective, technical evidence to assist a court, tribunal, or arbitrator in resolving real estate and construction disputes. They strictly act for the court, not the instructing party, ensuring unbiased testimony.
Under legal rules like Civil Procedure Rules Part 35 in the UK, their primary, overriding duty is to the court, not to the party paying their fees.
